Updated Indicies of Multiple Deprivation (IMD) for England 2025

An update to the Indices of Multiple Deprivation (IMD) has recently been published (last data release was 2019).

  • IMD is a measure of relative deprivation that considers a wide range of indicators that affect an individual’s living conditions. These indicators are grouped into seven areas (income; employment; health deprivation and disability; education, skills and training; crime; barriers to housing and services; and living environment) which are combined and weighted to form the score.
  • Every neighbourhood in England is ranked based on their level of deprivation relative to other areas. The scores are completed at Lower Super Output Area (LSOA).
  • A score of 1-2 indicates a LSOA in the 20% most deprived areas in England, while a score of 9-10 indicates a LSOA in the 20% least deprived areas in England.

Results from the 2025 IMD show:

  • Newham is now listed as the most deprived borough in London (3rd in 2019). The most deprived boroughs in London are:
    1. Newham (7th most deprived nationally)
    2. Barking and Dagenham (9th nationally)
    3. Hackney (10th nationally)
    4. Tower Hamlets (20th nationally)
    5. Brent
    6. Haringey
    7. Enfield
    8. Islington
    9. Ealing
    10. Lewisham
  • Two London boroughs (Tower Hamlets and Hackney) rank as the most deprived regarding income deprivation among children. Alongside Newham, Islington and Southwark, these five London boroughs rank as the most deprived regarding income deprivation among older people.
